To view this map you need Adobe's Acrobat Reader. It is FREE.
This format was chosen to allow the user to zoom in and out, pan the map in
any direction, and print the map. 
When Acrobat Reader installs itself it also adds a plug-in to your browser.
This is needed to view the PDF documents on-line. If you want to
download the files separately and view them later all you need to do is
right-click (windows) or shift-click (macintosh) to download the document to
your hard drive
